What cards can I refer?

The Amex cards that qualify for the referral bonus depend on the Amex cards you have in your wallet.

If you have a regular Amex card, you can refer any Amex credit card
If you have a cobranded card, you can refer that suite of cards

So if you have the Blue Cash Preferred® Card from American Express, you can refer any Amex card and earn the bonus. However, if you hold a Marriott Bonvoy Brilliant™ American Express® Card, you can only refer cards that earn Marriott Bonvoy points.

American Express Blue Cash Preferred card

The Blue Cash Preferred® Card from American Express offers a $250 statement credit after you spend $3,000 in eligible purchases on your new Card within the first 6 months.

Buy Now, Pay Later: Enjoy $0 intro plan fees when you use Plan It(R) to split up large purchases into monthly installments. Pay $0 intro plan fees on plans created during the first 12 months from the date of account opening. Plans created after that will have a monthly plan fee up to 1.33% of each eligible purchase amount moved into a plan based on the plan duration, the APR that would otherwise apply to the purchase, and other factors.

Low Intro APR: 0% on purchases and balance transfers for 12 months from the date of account opening. After that, your APR will be a variable APR of 18.24% - 29.24%.

Amex doesn’t like it if you spam, so no spamming. You can only send referrals to close family and friends who agreed to receive your referral, so avoid posting your offer on paid advertising or public forums.
There is a points cap, so there are limits to how many referral bonuses you can earn per year, it varies from card to card.
You card must be approved, you’ll only earn your bonus if your referral is approved for the card. Simply applying for one does not guarantee a bonus.
Make sure you pay your balance on time, failure to do so will result in Amex refusing to pay out your referral bonus.
